Case Study: Estates Strategy and Full Business Case

Author of the Estates Strategy and the estates element of the Clinical Strategy Full Business Case for the rationalisation of the 4 hospital sites within Mid Yorkshire NHS Hospital Trust.
The Clinical Service Strategy of the Trust was to reduce the number of beds at the Dewsbury and Pontefract sites and increase capacity at the acute Pinderfields site. This was due to pressures of spreading specialisms across multiple sites and the need to ensure that non-acute care was delivered in the most appropriate setting.
Pinderfields is a new build PFI hospital so there was a complexity in what could be done to increase the number of beds on the site. We underwent a thorough evaluation process to look at the most cost efficient, yet future proofed, option for providing an additional 100 beds. The result of this was to re-provide office space currently contained within the PFI to a new purpose built unit. This allowed for the existing office space to be reconfigured into clinical space.
The outcome of the review was an Estates Strategy document detailing the condition of each site and the future plans for the estate. This strategy formed the supporting part of the Full Business Case for the Trusts Clinical Service Strategy, which was approved by the board in December 2013.
Including the enabling schemes, the value of this project was £26M.
